Maybe it's just a friendly outing?
Gotta tell you, in this scenario, Derpy looks like an emotionally manipulative stalker who refuses to let her "Loved One" talk to anyone else.
Even failing that, it's the Doctor. It's not a stretch to say that this could be a future version of Doc who watched Derpy die hundreds of years before and his appearance hasn't changed much (11 has remained virtually the same for nearly 200 years), and he moved on.
Or, you know, he has no romantic intentions toward anyone and just happens to be sitting next to this pony for no reason.
